In a speech on February 24, Putin said that anyone who obstructed his plans for Ukraine would face "consequences like you have never seen in your whole history."

He was alluding to Russia's deterrence force, which includes nuclear weapons, when he stated two days later that he was placing it on "high alert."

The US responded by attempting to de-escalate tensions by stating that it would not modify its stance on not committing troops to the conflict. Putin, on the other hand, can wreak havoc with his non-nuclear weapons.
